Daman Insurance: plans, claims, contacts and provider registration
Daman health insurance explained: plans, how to use your card, claims within 180 days, contact numbers, and how clinics register on the Daman provider portal.
Daman is Abu Dhabi's largest health insurer. It was founded in 2005 as the National Health Insurance Company and renamed The National Insurance Company – Daman in May 2025. It is owned by PureHealth, covers more than 3 million members and works with a network of 3,000+ healthcare providers. It sells individual and corporate health plans and also administers the Thiqa programme for UAE nationals. Clinics register to join the network through Daman's provider portal at openjet.inhealth.ae.

What Daman is
Daman started in 2005, when Abu Dhabi made health insurance compulsory. It began operating in May 2006. Many people still search for "Daman National Health Insurance Company", which was its legal name for almost 20 years. In May 2025 the company became The National Insurance Company – Daman, because it now sells property and casualty insurance as well as health cover (PureHealth announcement, June 2025).
The website changed too. Old damanhealth.ae links now redirect to damaninsurance.ae. Bookmarks and some PDFs still use the old domain, and that is fine.
Ownership in short: the Abu Dhabi Government held 80% and Munich Re 20% when Daman was set up. ADQ bought Munich Re's stake in 2021. Daman joined PureHealth in 2022, and PureHealth also owns SEHA, Abu Dhabi's public hospital operator.
Daman's health insurance plans
Daman's website currently groups its products like this:
| Who it is for | Plans listed by Daman |
|---|---|
| Individuals and families | Abu Dhabi Basic Plan, Individuals and Families, Golden Visa Health Plans, Madeed (retirees), Thiqa Top Up, Flexi Health Insurance Plan |
| Businesses | Value Choice (small groups), Large Group plans, Uselect, Global Health Plan, Amanak Chrome, gratuity and employee benefits schemes |
| Travel | Alami – My World, Ziyarah – Hello UAE (visitors), Musafer (outbound travel for UAE nationals) |
| Government programmes | Thiqa for UAE nationals and eligible family members, which Daman administers. See our Thiqa guide. |
Your benefits, co-payments and network depend on your plan. All of them are set out in your Table of Benefits, the document your employer or Daman gives you with the card. Two Daman members can pay very different amounts at the same clinic.
How patients use Daman insurance
1. Check the clinic is in your network
Use Find a Hospital on Daman's website or search in the Daman Health app (iOS, Android). Filter by your network name, which is printed on your card or digital card. A clinic can be in one Daman network and not in another.
2. Show your Emirates ID or digital card
At a network provider you hand over your Emirates ID, your digital card from the app or your Daman card. The clinic checks your eligibility online and bills Daman directly. You pay only the deductible or co-insurance shown in your Table of Benefits, on the day.
3. Let the clinic request pre-approval
Some services need prior approval before they are done. Scans, day surgery and physiotherapy often do, but the exact list is in your Table of Benefits. The clinic sends the request electronically. If a service is refused you will usually hear on the same day, so ask the reception about approval status before you go in.
4. Emergencies
Daman's member guide says emergency care is covered at network and non-network providers, and pre-approval is waived for emergencies. If you use a non-network hospital you pay first and claim the money back afterwards.
5. Reimbursement claims
If you paid out of pocket, send Daman a reimbursement claim within 180 days of the last treatment date. Include itemised invoices with proof of payment, the medical report or diagnosis, and prescriptions. If a claim is partly paid or rejected, you can resubmit it with extra documents within 180 days of the decision. These are the timelines in Daman's member guide. Check yours, because they can change between policy years.
Daman contact channels
Use the number printed on the back of your own card first, because corporate and Thiqa members may have dedicated lines. The channels below come from Daman's published member guide and website:
- Member call centre (24 hours): 600 5 32626 (600 5 DAMAN)
- WhatsApp: +971 2 418 4200
- International assistance: +971 2 418 4888
- Thiqa members: 800 4 80000 (toll-free inside the UAE). See the Thiqa contact page.
- Complaints: through the Contact Us page. You can escalate to the Department of Health Abu Dhabi (Abu Dhabi policies) or the insurance regulator (other emirates) if you are not satisfied.
- Branches: use the branch locator.
Daman provider portal and provider registration
This section is for clinic owners, practice managers and billing teams.
The provider portal
Daman's provider login, which Daman calls "Healthcare Facilities Log In", is at openjet.inhealth.ae. Network facilities use it for Daman-specific provider services. Day-to-day claims and prior authorisations do not go through it. They go through your emirate's e-claims system:
- Abu Dhabi: the DoH Shafafiya post office
- Dubai: DHA's eClaimLink
Your practice management or billing system sends the XML transactions. Daman sends back approvals and remittance advice through the same channel.
How to become a Daman network provider (empanelment)
- Get fully licensed first. You need an active facility licence from DoH (Abu Dhabi), DHA (Dubai) or MOHAP (Northern Emirates), and licensed clinicians. Daman cannot contract an unlicensed facility.
- Connect to your health information exchange. Abu Dhabi facilities must be onboarded to Malaffi. A DoH circular from January 2026 links non-compliance to licence renewal. Dubai facilities connect to NABIDH. See our NABIDH, Malaffi and Riayati guide.
- Register on the provider portal. Create an account at openjet.inhealth.ae/account/register. Daman's Healthcare page points new providers there.
- Not ready to register? Send a query. Non-network providers can use the non-network provider query form, and a Daman representative will contact you.
- Prepare your documents and tariff. Daman does not publish a fixed document list. Expect to provide your trade and facility licences, clinician licences, services and specialties, opening hours, bank details and a proposed price list. In Abu Dhabi prices are tied to the DoH reference price list.
- Negotiate, sign and go live. Daman decides which networks you join. Thiqa, basic plans and premium plans are separate decisions. Your e-claims set-up must be tested before you see members.
Daman does not publish a timeline for empanelment, and providers report that it varies a lot. Network gaps in your area and specialty usually matter more than how quickly you apply.
Rules network providers live by
- Adjudication rules and drug lists: Daman publishes its coverage and adjudication rules and pharmaceutical benefit lists. Your billing team should check them every month.
- Quality scoring: Daman runs a Medical Quality and Performance (MQP) programme for network providers.
- Denials use regulator codes: for example AUTH-001 (no prior approval) or MNEC-003 (not clinically indicated). The common ones are explained in our Shafafiya and eClaimLink guide.
Frequently asked questions
Is Daman the same as Thiqa?
No. Thiqa is the Abu Dhabi Government's health programme for UAE nationals and eligible family members. Daman administers it: it runs the card, the network and the claims. Daman also sells its own commercial plans, which are separate from Thiqa.
Is Daman still called the National Health Insurance Company?
Not any more. The company adopted the name The National Insurance Company – Daman in May 2025, after adding property and casualty insurance. The brand "Daman" did not change.
How do I check if a clinic accepts my Daman card?
Search by your network name on Daman's Find a Hospital page or in the Daman Health app, then call the clinic to confirm. Networks differ by plan, so "accepts Daman" does not always mean the clinic accepts your plan.
How long do I have to submit a Daman reimbursement claim?
Daman's member guide says 180 days from the last treatment date, with itemised paid invoices, the medical report and prescriptions.
How does a new clinic join the Daman network?
First get your facility licence and connect to Malaffi or NABIDH. Then register on Daman's provider portal at openjet.inhealth.ae, or use the non-network provider query form, and go through contracting and e-claims testing.
What is the Daman provider portal?
It is the healthcare facilities login at openjet.inhealth.ae, used for provider registration and Daman-specific provider services. Claims and prior approvals still flow through Shafafiya in Abu Dhabi and eClaimLink in Dubai.
