International Health Insurance in Dubai: Cigna, Bupa Global and Allianz Care Compared
Cigna, Bupa Global and Allianz Care in Dubai: which plans meet DHA visa rules, local insurers behind them, plan limits, area of cover and how to compare quotes.
International health insurance is valid for a Dubai visa only if a UAE-licensed insurer holding a DHA permit issues or fronts the policy and it meets DHA's minimum benefits. Cigna sells Healthguard plans approved by DHA, Bupa Global plans are insured locally by Sukoon Insurance, and Allianz Care's Dubai plans are insured locally through Orient Insurance. None of the three publishes prices, so get a quote for the same network, area of cover and excess from each.

The DHA rule that decides everything
Dubai's health insurance law (Law No. 11 of 2013) only accepts policies sold by insurers holding a Dubai Health Insurance Permit. DHA publishes those insurers on isahd.ae. Its employer information pack says DHA does not recognise foreign policies as meeting the law. It also says it is illegal for insurers not licensed in the UAE to market their products here.
That is why global brands work through local partners. DHA circular GC 05/2017 describes this: international policies sit with a locally licensed "fronting" insurer, which checks local compliance and uploads the member to DHA's system. Complaints go to that local partner.
What it means for you:
- A policy bought directly from an overseas website, with no UAE insurer behind it, will not count for your residence visa.
- You can keep a home-country or global policy, but you still need DHA-compliant cover from a permitted insurer. Many people solve this by buying an international plan built for Dubai.
- Every Dubai plan, however premium, must at least match the DHA Essential Benefits Plan. See our Dubai health insurance guide.
Cigna in Dubai
Cigna's individual plan for residents of Dubai and the Northern Emirates is Cigna Healthguard. Cigna says it is approved by DHA and the UAE Insurance Authority and that all Healthguard plans meet DHA's mandated limits (Cigna UAE page).
| Healthguard level | Annual maximum | Area of cover |
|---|---|---|
| Regional | AED 2,750,000 | GCC, other Middle East countries and Asia, excluding Singapore, Hong Kong and China |
| International | AED 7,350,000 | Worldwide, with the option to include the USA |
| International Plus | Unlimited | Worldwide, with the option to include the USA |
- Add-on modules: Healthy Connect (wellness, vision, dental and a return-home cash benefit) and Mother and Baby Care (enhanced maternity and newborn care). DHA-minimum maternity is included as standard.
- Orthodontics: available on International and International Plus.
- Networks: four tiers from General to Comprehensive, usually direct billing for authorised in-network care.
- Entity: Cigna's page says Healthguard is underwritten by Cigna Global Insurance Company Limited (Guernsey), with marketing by a DIFC-regulated Cigna company.
- Contact: 800 444 999 (UAE toll-free, 24/7).
Cigna also sells a basic Essential Benefits Plan, and "Cigna Insurance Middle East" appears on DHA's list of EBP Participating Insurers. Employers usually see Cigna through its corporate GlobalCare and SmartCare plans, which use the Cigna Envoy and SmartCare apps.
Bupa Global in Dubai
In the UAE, Bupa Global plans are sold under the Sukoon | Bupa Global brand. Sukoon Insurance PJSC is the insurer and local administrator, and Bupa Global administers the plans internationally. The plans are for Dubai residents and include cover that meets DHA's visa criteria.
| Plan | Area of cover | Annual limit |
|---|---|---|
| Select | Regional Middle East; optional upgrade to worldwide excluding USA | Up to GBP 1 million |
| Premier | Worldwide excluding USA | Up to GBP 1 million |
| Elite | Worldwide including USA | Up to GBP 3 million |
| Ultimate | Worldwide including USA | No annual maximum |
On dental, Sukoon says Premier dental starts after six months with the insurer and Elite includes dental treatment. Check the policy wording for Select and Ultimate. The local sales line is +971 4 210 8088.
Allianz Care in Dubai
Allianz Care sells its Sphera expat plans with a version that Allianz says fully complies with DHA requirements for visa applications (Allianz Care Dubai plans). Its Dubai benefit guide names Orient Insurance PJSC as the insurer, through its Allianz Care Designed Products unit.
| Sphera plan | Maximum plan limit | Networks available |
|---|---|---|
| Essence | USD 250,000 | Restricted Enhanced, General, General Plus |
| Base | USD 1,000,000 | General, General Plus |
| Enhanced | USD 2,000,000 | General Plus, Comprehensive |
| Signature | USD 5,000,000 | General Plus, Comprehensive |
- Area of cover: worldwide excluding USA, or worldwide including USA on Signature only.
- Network trap: Allianz says its General Plus network excludes American Hospital Group, Mediclinic Group, Cleveland Clinic Abu Dhabi and Dr. Sulaiman Al Habib. If you want those, you need Comprehensive, which comes only with Enhanced or Signature.
- Maternity: an optional Sphera Enhanced Maternity add-on raises routine maternity limits.
- Paying: annual has no surcharge; half-yearly adds 3% and quarterly adds 4%.
- Employers: Allianz's group Dubai plans (Summit 4000 and 5000) run through Orient Insurance with NextCare as UAE TPA.

How to compare quotes properly
- Fix the area of cover first. Including the USA changes the price more than almost anything else. Only buy it if you will be treated there.
- Match the network tier. Name the hospitals you want, such as your nearest Mediclinic or the American Hospital, and ask whether each one is in the quoted network. See our guide to checking insurance networks.
- Compare excess and co-pay, not just premium. A lower premium with a high deductible can cost more in a bad year.
- Check maternity waiting periods if you plan a pregnancy. Dubai rules also cover newborns on the mother's policy for 30 days from birth. Our family health insurance guide has the details.
- Read the dental and optical sections. Global plans often sell dental as a module. See dental insurance in Dubai.
- Ask about pre-existing conditions. Get the decision on any condition in writing before you cancel an existing policy.
- Confirm the policy will be linked to your visa. Ask for the DHA-compliant certificate and check that the insurer on it appears on the DHA permitted list.
Global plan or local enhanced plan?
A global plan makes sense if you travel often, want treatment in your home country, or need a plan that moves with you when you leave the UAE. If you will be treated almost only in the UAE, a local enhanced plan from a DHA-permitted insurer may give the same Dubai network for less. Get one quote of each kind with the same hospitals in network.
Frequently asked questions
Is Cigna insurance accepted in Dubai hospitals?
Yes, at hospitals and clinics in your plan's network. Cigna says it has over 3,000 providers in the UAE. Check your network tier in the Cigna app before a planned visit.
Can I use my international health insurance for a Dubai visa?
Only if a UAE-licensed insurer with a DHA permit issues or fronts it and it meets DHA's minimum benefits. A policy from an overseas insurer alone does not meet Dubai's law.
Who provides Bupa Global insurance in the UAE?
Sukoon Insurance PJSC is the insurer and local administrator, and Bupa Global administers the plans internationally. The plans are sold as Sukoon | Bupa Global.
Is Allianz Care DHA compliant?
Allianz says its Dubai version of the Sphera plans fully complies with DHA visa requirements. Its Dubai benefit guide names Orient Insurance PJSC as the insurer.
How much does international health insurance cost in Dubai?
Cigna, Sukoon | Bupa Global and Allianz Care do not publish prices. Premiums depend on age, area of cover, network and excess, so request quotes on identical terms.
