Google Ads Conversion Tracking: How to Set It Up for a Clinic

Set up Google Ads conversion tracking with the Google tag or GTM, track calls, WhatsApp and offline bookings, use consent mode and follow healthcare data rules.

Guide · 18 Oct 2026 · Access One

Quick answer

Google Ads conversion tracking records what people do after clicking your ad, such as booking an appointment, submitting a form, calling or starting a WhatsApp chat. Set it up with the Google tag (installed directly or through Google Tag Manager) and a conversion action for each valuable step. Then test it in Tag Assistant. Healthcare advertisers have extra rules. Google's customer data policies say conversions related to health or medical information can't be used in enhanced conversions, and health is a sensitive category for audience targeting.

Why conversion tracking comes before everything else

Without conversion data, Google can only optimise for clicks. Every Smart Bidding strategy requires conversion tracking. The quality of what you track decides what the algorithm chases. A clinic that tracks "visited contact page" as its main goal will get plenty of contact-page visits. It won't necessarily get more patients.

Step 1: decide what counts as a conversion

List every way a patient can reach you, then mark each as primary (used for bidding) or secondary (reported only).

Call from the ad (call asset)"Calls from ads" needs Google forwarding numbers, which are not available in the UAE. Use "Clicks on call ads and assets" instead.Primary or secondary, depending on call quality

For lead-type actions, set counting to One, which is Google's recommendation for leads. Three form submissions from one patient are still one lead.

Step 2: choose how to install the tag

Option A: Google tag installed directly

Create the conversion action in Google Ads under Goals > Conversions. Then paste the Google tag into the <head> of every page, and the event snippet on the conversion page. The event snippet's send_to value looks like AW-123456789/AbC-dEfGhIj: your account tag ID, then the conversion label. This works well for simple sites where a thank-you page loads after every booking.

Option B: Google Tag Manager (GTM)

Better when you have several actions, such as forms, WhatsApp clicks and phone taps, or booking widgets that don't load a new page.

  1. Install the GTM container on every page.
  2. Add a Conversion Linker tag firing on All Pages. You can skip this if a Google tag already loads on every page. The linker stores ad-click details in first-party cookies, so the conversion can be matched to the click.
  3. Add a Google Ads Conversion Tracking tag for each action, with its conversion ID and label.
  4. Attach the right trigger: a thank-you page view, a form submission, or a click on a wa.me or tel: link.
  5. Test in Preview mode, then publish.

If your booking system lives on another domain, such as a third-party scheduler, enable cross-domain linking in the Conversion Linker. Otherwise the click ID is lost when the patient moves to the booking site.

Option C: offline conversion import

Many clinic bookings start online and finish at reception. Offline import closes that gap. Capture the GCLID (Google click ID) in a hidden form field and store it with the lead in your system. Later, upload "attended" or "treatment started" events with that GCLID. From 15 June 2026, Google moved offline conversion and enhanced-conversions-for-leads uploads to Google Ads Data Manager or the Data Manager API. They are blocked in the old Google Ads API, so check that your CRM connector has been updated.

Option D: enhanced conversions

Enhanced conversions send hashed first-party data, such as email or phone, alongside the conversion. The data is normalised, then hashed with SHA256. This recovers conversions that cookies miss. There are two versions: for web, for on-site actions, and for leads, for leads that convert offline. Since April 2026 they share one on/off setting. For healthcare, read the next section before switching this on.

Step 3: healthcare data rules you must follow

Google's customer data policies

The customer data policies cover enhanced conversions for web and for leads, store sales uploads and Google-engaged audiences. They list "health or medical information" as a sensitive category, with purchases of medical services, prescription drugs and medical devices as examples. They say conversions related to sensitive categories can't be used for measurement in enhanced conversions or store sales. They also require you to tell customers you share their data with third parties for ad measurement, and to get consent where the law requires it.

In practice, a clinic should not assume enhanced conversions are allowed for patient bookings. Check the policy for your services, and get advice if you're unsure. Standard tag-based conversions and GCLID-only imports don't upload names, emails or phone numbers.

Health in personalised advertising

Google treats personal health as a sensitive interest category. When your ads or landing pages promote content in this category, you can't use advertiser-curated audiences. That means no Customer Match, no "your data" segments, no lookalikes and no audience expansion. Google's examples include treatment of chronic conditions, mental health counselling, and pregnancy and infertility treatments. Predefined Google audiences, such as in-market segments, and location targeting remain available. Conversion tracking itself is still allowed. What's restricted is building targeting lists from your visitors or patients.

Separately, Google's Healthcare and medicines policy controls what you can advertise at all. Prescription drug services and addiction services, for example, need Google certification. Tracking does not change those rules.

Keep patient data out of tags

  • Never put names, phone numbers, emails, Emirates ID numbers, diagnoses or treatment details into URLs, conversion labels, event parameters or values.
  • Use neutral conversion names, such as "Booking – Dermatology", not anything that identifies a patient or condition.
  • Patient data in the UAE is also covered by local law. That includes the federal Personal Data Protection Law (Federal Decree-Law No. 45 of 2021) and health-sector rules from your regulator. Have your compliance lead approve what you send to any ad platform.

Consent mode passes your cookie banner's consent choice to Google tags. It doesn't create a banner itself. There are two versions:

  • Basic: tags don't load until the visitor responds. If they decline, nothing is sent.
  • Advanced: tags load with consent denied by default and send cookieless pings until consent is given. Google uses these pings to model conversions it can't observe, with an advertiser-specific model for advanced setups.

Rules differ by region. Google notes specific behaviour for the EEA, UK and Switzerland. If your clinic serves medical tourists from Europe, or your site targets them, involve your privacy adviser. Allow at least 7 full days before judging the impact.

Step 5: test before you trust the numbers

  1. In Google Ads, go to Goals > Summary and check the Tracking status column.
  2. For any action showing Unverified, Tag inactive or Needs attention, hover and select Troubleshoot to open Tag Assistant.
  3. Enter your landing page URL, not the thank-you page, and click Connect.
  4. Complete a real test booking or form. In GTM setups, use "Debug live version" if prompted.
  5. Confirm that the conversion tag fired once, not twice. Then select Finish.
  6. Wait about 30 minutes for the status to update. A verified action shows "No recent conversions" until real conversions arrive, then "Recording conversions".
  7. Test the WhatsApp button, the phone link and each booking path separately, on mobile.
  8. Delete or mark your test bookings in the clinic system so they don't get imported later.

If tracking breaks for a few days, apply a data exclusion for the affected dates. This stops Smart Bidding from learning from the bad data.

Common conversion tracking mistakes

  • Counting page views or WhatsApp clicks as primary goals next to real bookings.
  • Setting lead actions to count "Every", which double-counts repeat submissions.
  • Firing the conversion tag on page load of a form page instead of on successful submission.
  • Losing the click ID on a third-party booking domain because cross-domain linking is off.
  • Importing offline conversions without the GCLID and with no tag-based user data, so nothing matches.
  • Sending treatment names or patient details in URLs and event parameters.

Once tracking is clean, your cost per click and Quality Score work can be judged on cost per booking rather than guesswork.

Frequently asked questions

What is a conversion tag in Google Ads?

It is the code that tells Google Ads a conversion happened. It is the Google tag on every page plus an event snippet, or a Google Ads Conversion Tracking tag in Tag Manager, firing when a booking or form is completed.

Can I track WhatsApp conversions from Google Ads?

Yes. Track clicks on your site's WhatsApp links with a Tag Manager click trigger. Google also offers message assets with a "conversation started" action, but availability depends on your market. Treat WhatsApp clicks as secondary until you know how many become bookings.

Can clinics use enhanced conversions?

Be careful. Google's customer data policies list health or medical information, including purchases of medical services, as a sensitive category. They say such conversions can't be used for measurement in enhanced conversions. Check the policy for your services before sending hashed patient data.

How do I track phone calls in the UAE?

Google forwarding numbers aren't available in the UAE, so "Calls from ads" with call duration isn't possible. Use "Clicks on call ads and assets" and track taps on your site's phone number. Or import qualified calls from your own call-tracking system with the GCLID.

How long until a new conversion action shows data?

After a successful Tag Assistant test, Google says to allow about 30 minutes for the status to update. Actual conversions appear once real ad clicks convert.

Is consent mode required in the UAE?

Google's consent mode page doesn't say it is required in the UAE. Google does flag region-specific behaviour for the EEA, UK and Switzerland. Your obligations under UAE law depend on your setup, so take local legal advice.
