Google Ads Rewrites Smart Bidding Learning: 7-Day Cap, Budget Changes Never Trigger It
Google rewrote its Smart Bidding learning page: Learning status lasts at most 7 days and budget or target changes never trigger it. What UAE clinics should do.
Google has rewritten its Smart Bidding learning help page. The "Learning" status in Google Ads now never lasts more than 7 days, and Google says changes to budgets, targets, creatives or targeting (location, audience, language) never trigger it or wipe your historical data. Only three things do: a new or reactivated bid strategy, adding or removing campaigns, ad groups or keywords, and a significant change to the conversion goal. Performance still takes 1 to 2 conversion cycles to settle, so judge results over 2 conversion cycles or 2 weeks, whichever is longer.

What changed
The Google Ads help page that used to be called "Duration of the learning period for campaigns and what affects it" is now titled About Smart Bidding learning. Search Engine Roundtable reported the rewrite on 21 October 2026, noting it is a full rewrite with a new FAQ section, not just a new title.
The key points on the new page:
- A 7-day cap. "Learning" is described as a reminder that the campaign's setup recently changed. Google says it never lasts more than 7 days, and ads keep serving normally while it shows.
- Only three triggers. New strategy (created or reactivated), composition change (campaigns, ad groups or keywords added to or removed from the strategy) and goal change (the conversion goals or actions you optimise to changed significantly).
- Things that never trigger Learning. Budget changes, target changes (tCPA, tROAS), new or edited ads, and targeting changes such as location, audience or language. Google says these never remove historical data. Budget and target changes apply from the next auction.
- Learning status is not the same as stable performance. Google says performance typically converges on a new goal within 1 to 2 conversion cycles, depending on conversion volume, the length of your conversion cycle and how restrictive your settings are.
- Portfolio strategies count. Creating or applying a new portfolio bid strategy can show Learning for up to 7 days.
- No fresh start. If the account has past conversion data, Google says Smart Bidding never starts from scratch, even on a new campaign or a switched strategy.
Why this matters for UAE clinics
Most clinic accounts we see in Dubai and Abu Dhabi run Maximize Conversions or Target CPA on Search, often with Performance Max beside it. Two habits cost clinics money, and this page addresses both.
Habit 1: freezing the account "because it is learning". Many clinic owners are told not to touch budgets for two weeks. Google now says plainly that budget changes do not trigger Learning. If a Ramadan, Eid or Dubai Fitness Challenge rush needs more budget, raise it. If a doctor goes on leave, lower it.
Habit 2: changing the target every few days. A clinic's conversion cycle is often longer than people think. A patient may click on Monday, call on Wednesday and book on Saturday. Google's advice is to avoid several target changes within one conversion cycle unless there is a clear business reason. Changing tCPA from AED 150 to AED 120 to AED 90 in a week means you never see what any of them would have done.
The real reset is the conversion goal. If you switch the primary goal from "form submissions" to "calls from ads" or to WhatsApp clicks, that is a goal change and will show Learning. Decide what a lead is first, then leave it alone. If you are unsure what to track, see Google Ads conversion tracking for clinics and tracking phone calls in the UAE.
What to do this week
- Check your primary goal. Google recommends optimising to one consistent conversion goal set as the account default. A clinic optimising to page views, "contact" clicks and bookings together is feeding Smart Bidding mixed signals.
- Send offline data if you have it. Google advises sending offline conversion data often and consistently. If your front desk marks which leads became booked patients, uploading those is the strongest signal you can give.
- Consolidate thin campaigns. Google advises pooling conversion data. Ten campaigns with three leads a month each will bid worse than two or three campaigns with the same total. See Smart Bidding for clinics.
- Set a review window. Judge any change over 2 conversion cycles or 2 weeks, whichever is longer, and allow for conversion delay. Write the date of each change in the account notes.
- Stop blaming "learning" for weak results. If performance is still poor after two weeks, the cause is usually tracking, keywords, the landing page or lead quality. See why Google Ads stopped getting leads.
Frequently asked questions
How long does the Google Ads learning period last now?
Google says the "Learning" status never lasts more than 7 days. Performance can take 1 to 2 conversion cycles to fully settle on a new goal.
Does changing my budget reset Smart Bidding learning?
No. Google's updated page says budget changes take effect immediately, never trigger Learning status and never remove historical data.
Does adding new ads or images trigger Learning?
No. Google says new or edited creatives do not trigger Learning or remove historical data, but they still need to pass policy review before they serve.
What does trigger Learning status?
A new or reactivated bid strategy, adding or removing campaigns, ad groups or keywords from the strategy, and a significant change to the conversion goals or actions being optimised.
When should I judge a change?
Google suggests evaluating over 2 conversion cycles or a 2-week window, whichever is longer, allowing for conversion delay.
