Meta Delays Its New Ad Terms to 20 November, but Clinics Still Carry the AI Risk
Meta moved its new Commercial Terms from 30 October to 20 November 2026. The AI liability wording is unchanged. What UAE clinics should check before then.
Meta has moved the start date of its revised Commercial Terms and Self-Serve Ad Terms from 30 October to 20 November 2026. A Meta spokesperson confirmed the delay to Reuters on 23 October. Only the date has moved. The wording that makes advertisers solely responsible for what Meta's AI features create or change in their ads is still in the preview text. UAE clinics get three extra weeks, not a different deal. Use them to switch off the Advantage+ creative features you don't want and to check every live ad against DHA rules.

What changed on 23 October
Reuters reported on 23 October that Meta is "extending the effective date" of its updated Commercial Terms and Self-Serve Ad Terms to 20 November. PPC Land covered the delay the same evening. Meta said the extra time is to explain to partners what is changing and what is not.
The delay followed complaints from publishers and regulators in Europe, mostly about a clause that lets Meta crawl websites linked to a business's products. The European Commission welcomed the delay. The UK's News Media Association called it "a pause not a solution".
For a clinic advertising in Dubai, Abu Dhabi or anywhere else in the UAE, the crawling fight matters less than the other part of the same terms: the AI Features section.
What did not change
According to PPC Land's reading of the preview text, Meta has not said it will amend the terms. The substance is the same as when we covered it yesterday:
- AI Features. Meta's AI features "may make mistakes", and the business is solely responsible for the risks of using them.
- Indemnity. Businesses still indemnify Meta against claims of any kind.
- Acceptance by use. Keep advertising after the effective date and you have accepted. There is no partial consent.
- Liability cap. Meta's liability stays capped at the greater of $100 or what you paid in the previous 12 months.
- Crawling. The clause still covers sites associated with your business. A separate sentence about AI training has gone; the clause now names "advertising and business products" as the purpose.
One loose end: hours after the Reuters story, Meta's UK English preview page still showed 30 October. Meta has not said which document applies if the pages are not updated. Treat 20 November as the date, but don't plan around more delays.
One date that has not moved: 28 October
Meta's separate plan to switch on product browsing in existing Facebook and Instagram ads on 28 October has not been reported as delayed. That change mainly affects advertisers with product catalogues, such as pharmacies or clinics selling skincare online. If you run catalogue ads, check the setting before Wednesday.
Why this still matters for UAE clinics
Healthcare ads in the UAE are regulated content. A medical ad must follow the DHA Standards for Medical Advertisement Content on Social Media in Dubai, and your official account needs a MOHAP healthcare advertisement licence. The ad you had approved by your medical director is not always the ad Meta's AI delivers. Under the new terms, that gap is your problem.
The common risks we see on clinic accounts:
- Enhanced patient photos. DHA conditions for before-and-after images include no editing or enhancement. An automatic brightness, contrast or background change can break that. See our guide to before-and-after photos in UAE clinic ads.
- Rewritten or translated copy. A text variation can add a claim DHA does not allow, such as "best" or "guaranteed". An auto-translation into Arabic can say something nobody signed off.
- Generated images. AI-made visuals from your brand photos can show results, staff or equipment you don't have.
What to do before 20 November
- List every live campaign and ad set. Include boosted posts and anything an agency or freelancer set up.
- Open the Advantage+ creative settings on each ad. Meta says individual features can be switched off in Ads Manager. Some sit in collapsed menus, so expand every section.
- Switch off image enhancements on any ad with clinical images, and text variations and translations on any ad with medical claims, unless your medical director has reviewed what they produce.
- Check new campaigns too. Defaults can turn features back on when you duplicate or create an ad.
- Keep a record. Screenshot the approved creative and the settings. If a regulator asks why an ad looked different, you want proof of what you approved.
- Ask a lawyer about the indemnity if Meta is a large share of your patient bookings. We are an ad agency, not a law firm.
If your Meta ads are getting rejected or under-delivering on top of this, read why Meta rejects clinic ads. For the background on the 30 October version, see yesterday's report.

Frequently asked questions
When do Meta's new Commercial Terms start now?
20 November 2026, according to the Meta spokesperson quoted by Reuters on 23 October. The earlier date was 30 October.
Did Meta change the AI liability wording?
Not so far. Meta has only moved the date. The AI Features section still says the features may make mistakes and leaves the risk with the business.
Do I need to sign anything?
No. Continuing to use Meta's business products after the effective date counts as accepting the terms. The only way not to accept is to stop advertising on Meta.
Is the 28 October product browsing change also delayed?
It has not been reported as delayed. Advertisers with product catalogues should check that setting before 28 October.
Can I turn off Meta's AI edits to my clinic ads?
Yes, feature by feature in Ads Manager. Check each ad, including collapsed menus and newly duplicated ads, because defaults can switch features back on.
