Get More IVF Patients in Dubai: What Google Ads Allows

Google does not allow fertility ads in the UAE. What a Dubai IVF clinic can still run, what gets accounts suspended, and how SEO, Maps and Meta fill clinics.

Guide · 28 Oct 2026 · Access One

Quick answer

Before you spend a dirham: Google's policy lists the United Arab Emirates among locations where fertility products and services cannot be advertised, with fertility testing and surrogacy as named examples. IVF and egg freezing are fertility services, so expect fertility ads shown in the UAE to be disapproved. Disguising them as "women's health" risks suspension of the whole account. Google Ads still has a role (eligible gynaecology services, and patients in other countries where the rules allow it), but UAE fertility patients mainly come from organic search, Google Maps, referrals and fast, private follow-up.

Google's birth control, fertility and testing policy lists the UAE and most of the GCC. Personalised ad limits apply everywhere.

What people in the UAE search for

Fertility patients research for weeks. Typical searches include "IVF clinic Dubai", "IVF cost Dubai", "egg freezing Dubai", "fertility doctor near me", "IVF success rate" and "IVF covered by insurance". These searches are real, but in the UAE you answer them with pages that rank organically and a strong Business Profile, not with ads.

If you also run gynaecology ads, add fertility terms as negatives so no fertility query ever triggers them.

What your ads can and cannot say

  • The location ban. Google's birth control, fertility and testing policy says these products and services cannot be advertised in 23 locations, including the UAE, Saudi Arabia, Qatar, Kuwait, Oman, Bahrain, Egypt and Jordan.
  • No back doors. A gynaecology ad that lands on an IVF page, or changing the page after approval, is the kind of behaviour Google treats as abusing the ad network. Google says it can suspend accounts for this without prior warning, which would also stop your other clinic campaigns.
  • No health audiences anywhere. Google's personalised advertising policy names treatments for pregnancy and infertility as sensitive, so Customer Match, your data segments and lookalikes are not allowed, even in countries where ads can run.
  • Drug names. Clomid, letrozole and Gonal-f are on Google's prescription drug list. Keep them off every page you advertise.
  • UAE law. IVF is regulated by Federal Law No. 7 of 2019, amended by Federal Decree-Law No. 17 of 2023 (Mondaq overview). In Dubai, content also follows the DHA advertising standard: no guarantees, no "best", no "100%".
The left column gets ads disapproved or accounts suspended. The right column builds fertility demand within the rules.

Campaign structure: what Google Ads can still do

  • Eligible services, honestly separated. General gynaecology, antenatal care and other clinic services can run with their own keywords and pages. See gynaecology patients with Google Ads.
  • Patients abroad. The ban applies to the listed locations. For medical tourists from other countries, check that country's entry in the policy and its local law first, and keep personalised ads off. See medical tourism patients.
  • Everything around the ads. Organic search (treatment pages that rank), your Google Business Profile (organic, so the ad ban does not apply) and Meta ads within Meta's health and wellness standards carry most UAE fertility demand. On Meta, never write copy that implies you know the viewer's condition.
  • Measure the organic route. Track enquiries by source in your CRM: organic page, Maps, referring doctor, event. See Google Ads vs SEO for clinics.
Depth on the page and speed in the reply do the work that ads cannot do here.

Landing page and WhatsApp follow-up

Build one page per treatment: fertility assessment, IVF, ICSI, IUI, egg freezing, male fertility. Each covers the steps, timeline, the doctor's licensed title, a price range with conditions, and funding. Dubai's basic Essential Benefits Plan excludes fertility treatment (EBP table of benefits), while Abu Dhabi's Thiqa programme for UAE nationals covers some infertility treatment with limits, see Thiqa and Dubai health insurance. If you publish outcomes, define them (per cycle started, by age band) with period and sample size.

A private, named reply with a clear next step is the conversion engine when ads are off the table.

Frequently asked questions

Can an IVF clinic run Google Ads in the UAE?

Not for fertility services shown in the UAE. Google's birth control, fertility and testing policy lists the UAE among locations where fertility products and services cannot be advertised. Eligible services such as general gynaecology can still run on their own pages.

Can I advertise IVF as women's health to get approved?

No. Disguising restricted services or swapping pages after approval can count as abusing the ad network, and Google can suspend the whole account without prior warning.

Can I target patients outside the UAE?

The location ban covers the listed countries only, so some other countries may allow fertility ads. Check that country's policy entry and local law, and remember remarketing and Customer Match are not allowed for fertility anywhere.

Does insurance cover IVF in the UAE?

Dubai's basic Essential Benefits Plan excludes fertility treatment. Abu Dhabi's Thiqa covers some infertility treatment for UAE nationals with limits, and enhanced plans vary, so explain funding clearly on your pages.
