Why Are My IVF Google Ads Disapproved in the UAE?
IVF and fertility Google Ads disapproved in the UAE? Google does not allow fertility ads targeting the UAE. Protect your account and use what still works.
Access One is the healthcare-only Google Ads agency in Dubai and a Google Partner. This is the order we check a UAE IVF and fertility account in when this problem comes up. By Youssef Hajri, Founder.
Your IVF ads are disapproved because Google's birth control, fertility and testing policy lists the United Arab Emirates among the locations where fertility products and services cannot be promoted. An appeal will not change that. The fix is to remove fertility ads and keywords targeting the UAE, never disguise them as general women's health (that risks suspending the whole account), keep any eligible services such as general gynaecology in separate campaigns with their own pages, and grow fertility patients through organic search, your Business Profile, referrals and fast, private follow-up.

The likely causes, ranked
- The policy itself. Google's birth control, fertility and testing policy says it does not allow promotion of products and services related to birth control, fertility and STIs in a list of locations that includes the United Arab Emirates, Saudi Arabia, Qatar, Kuwait, Oman, Bahrain and Egypt. Its examples include fertility testing and surrogacy.
- Fertility pages behind general ads. An ad for "women's health" that lands on an IVF page is still promoting fertility services.
- Fertility keywords in eligible campaigns. IVF, egg freezing or fertility keywords inside a gynaecology campaign bring the policy with them.
- Sensitive targeting. Treatments for pregnancy and infertility are sensitive under health in personalized advertising, so remarketing and customer lists are not allowed on related ads anywhere.
How to fix it, step by step
1. Confirm the policy
Go to Tools > Troubleshooting > Policy manager and check which ads cite the fertility policy. If a different policy is named, such as a broken landing page, fix that issue instead.
2. Remove fertility promotion aimed at the UAE
- Pause or remove ads, assets and keywords for IVF, ICSI, IUI, egg freezing, fertility testing and similar services in UAE-targeted campaigns.
- Do not appeal these unless you are certain Google misread a non-fertility ad.
3. Do not disguise it
Running a "women's health" ad that leads to fertility content, or changing a page after approval, falls under Google's abusing the ad network policy. Google can suspend accounts for this without prior warning, which would take your other campaigns down too.
4. Keep eligible services separate
If your clinic offers services that are not fertility treatment, such as general gynaecology, run them in their own campaigns with pages genuinely about those services and no fertility keywords. Check each ad's policy status after launch.
5. Build the channels that work
- Treatment pages for organic search: fertility assessment, IVF, ICSI, IUI, egg freezing, male fertility. Steps, timelines, visits, price ranges with conditions, insurance.
- Doctor pages with DHA-licensed titles, training and languages.
- A complete Google Business Profile (organic, so the ads policy does not apply).
- A referral network: gynaecologists, GPs, urologists and maternity hospitals.
- Private, fast follow-up: a named coordinator on WhatsApp, discreet reminders.
The full plan is in how to get more IVF and fertility patients.
6. Check Meta separately
Meta has its own health and wellness ad standards. Never imply you know the viewer's condition. Check the current rules before any campaign.
UAE and DHA specifics
- UAE law. IVF is governed by Federal Law No. 7 of 2019 on medically assisted reproduction, amended by Federal Decree-Law No. 17 of 2023, according to a Mondaq legal overview. Never promote a service the law does not allow.
- DHA advertising rules. Any content naming your facility follows the DHA advertising standard: no guarantees, no "best", no "100%". Success rates, if published, need verified data and a clear definition.
- Targeting abroad. Google applies this restriction by targeted location. If you consider ads to patients in other countries, check Google's rules and that country's law first; several nearby countries are on the same list.
- Privacy. Keep fertility wording out of SMS reminders unless the patient agrees.
Fix it yourself, or have it fixed
Handling this well means cleaning the account without triggering a suspension, separating eligible services, and building organic pages, a Business Profile, referrals and a private follow-up process. It is a content and operations project more than an ads one.

Frequently asked questions
Can I run Google Ads for IVF in Dubai?
Not for fertility services targeting the UAE. Google's fertility policy lists the UAE among locations where fertility products and services cannot be promoted.
Will an appeal get my IVF ads approved?
No, if the ads promote fertility services to the UAE. Appeal only if Google flagged an ad that is genuinely not about fertility.
Can I advertise gynaecology if my clinic also does IVF?
Services that are not fertility treatment may be eligible if the ad, keywords and landing page are genuinely about those services. Keep them separate and check policy status.
Is my Google Business Profile affected by the ads policy?
No. Your Business Profile is an organic listing. Keep it accurate, with the right category, hours and services.
