Meta Postpones Its New Ad Terms Indefinitely: What UAE Clinics Should Do Now
Meta has postponed its new Commercial Terms with no new date after publisher complaints and an Oslo court order. What UAE clinics should check now.
Meta has put its new Commercial Terms on hold with no new start date. On 28 October 2026 Meta said it will not change the terms without a full consultation with industry groups, that the consultation could run past 20 November, and that its existing terms stay in place until it ends. The same day, an Oslo court ordered Meta not to bring in the changes for ten Norwegian media groups. The clause that makes advertisers solely responsible for Meta's AI edits is paused, not withdrawn. UAE clinics should keep their AI creative settings under control anyway.

What happened on 28 October
Meta's updated Commercial Terms and Self-Serve Ad Terms were first due on 30 October, then moved to 20 November. On Wednesday 28 October, Reuters reported that Meta is now postponing the rollout indefinitely.
In its statement, Meta said it had heard publishers' feedback on the proposed update. It said it would not change its policies without a full consultation with industry groups and leaders. If that consultation runs beyond 20 November, Meta said it will delay the new terms further. Until then, the existing terms remain in force.
PPC Land attributes the statement to Meta spokesperson Andy Stone and notes that Meta gave no end date for the consultation.
The Oslo court order
Shortly after Meta's statement, the Oslo District Court issued an emergency interim order. It followed an application filed on 27 October by the Norwegian Media Businesses' Association on behalf of ten media companies, including NRK, TV 2 and Schibsted.
The order says Meta may not implement the changes until the courts rule on whether they are lawful. It is interim relief, not a final ruling, and Meta was not heard before it was made. According to PPC Land, it is not clear whether the order reaches beyond the ten applicants.
Why Meta stepped back
The pressure came mostly from publishers in Europe. Silicon UK lists the groups that complained to regulators:
- The Movement for an Open Web, which complained on 22 October and asked for interim measures.
- The European Publishers Council.
- Germany's digital and newspaper publishers' association, BDZV.
- The Association of the Free Press.
Complaints went to the European Commission and the UK Competition and Markets Authority. The groups said the terms would let Meta use their content for its AI services without limits. Meta denied this.
What this means for UAE clinics
For clinics, the part of the terms that mattered most was the AI Features section. As we reported on 23 October and 24 October, it said Meta's AI features may make mistakes and that the business carries the risk.
Three points to take from this week:
- No deadline for now. Your current agreement with Meta stays as it is. There is no date by which you must accept new wording.
- The clause is paused, not gone. PPC Land notes the AI edits section is covered by the delay but has not been withdrawn. A revised version could still come back after the consultation.
- The AI features are still live. The delay is about the contract, not the tools. Advantage+ creative options that enhance images, vary text or translate copy can still change what patients see.
The terms were never the only risk. In Dubai, clinic ads on social media must follow the DHA Standards for Medical Advertisement Content on Social Media, and healthcare advertising accounts need a MOHAP healthcare advertisement licence. Those rules apply to the ad a patient sees, whoever or whatever produced it.
What to do now
- Keep the checks you started. If you switched off image enhancements and text variations on clinical ads for the 20 November date, leave them off.
- Check new and duplicated ads. Defaults can switch AI features back on when you create or copy an ad.
- Keep proof of what you approved. A screenshot of the approved creative and its settings is still the simplest record if a regulator asks.
- Watch for the next version. When Meta publishes revised terms, read the AI Features section first. We will cover it when it lands.
If Meta ads are being rejected on top of all this, read why Meta rejects clinic ads. If you are weighing where to put budget while Meta's terms are unsettled, see Google Ads or Meta ads for a clinic.
Our take
This is a pause won by European publishers, not a change of heart on AI liability. For clinic owners the useful outcome is time. Use it to make sure no AI feature is editing clinical images or medical claims without your medical director seeing the result. Access One runs Google and Meta ads for clinics across the UAE. Frequently asked questions
When do Meta's new Commercial Terms start now?
There is no date. On 28 October 2026 Meta said it will consult industry groups first, that the consultation could run past 20 November, and that the existing terms stay in place until it concludes.
Has Meta dropped the AI liability clause?
No. According to PPC Land, the section making advertisers solely responsible for Meta's AI edits is covered by the delay but has not been withdrawn.
Does the Norwegian court order affect the UAE?
Not directly. The Oslo District Court's interim order was made for ten Norwegian media companies. Meta's global postponement is what applies to advertisers in the UAE.
Are Meta's AI ad features switched off during the delay?
No. The delay concerns the contract wording. Advantage+ creative features remain available, so check each clinic ad's settings in Ads Manager.
Do DHA advertising rules still apply to AI-edited ads?
Yes. In Dubai, social media ads for medical services must follow the DHA standards, and those standards apply to the ad as published, whatever tool produced it.
