Can my clinic pay influencers to promote treatments in the UAE?

Paying influencers as a UAE clinic: the Media Council Advertiser Permit, DHA medical director approval, disclosure, banned claims, fines and a checklist.

Guide · 26 Oct 2026 · Access One

Quick answer

Yes, but the post counts as a medical advertisement, so your clinic carries the risk. In Dubai the influencer must hold a UAE Media Council Advertiser Permit (enforced from 31 January 2026), your medical director must approve any post that names the clinic, the payment or free treatment must be disclosed, and the content must follow DHA wording, consent and before-and-after rules. The clinic is liable for content filmed on its premises, even on the influencer's own phone and account.

The four rulebooks an influencer post must pass

RuleWho sets itWhat it means for you
Advertiser PermitUAE Media Council / National Media AuthorityAnyone posting paid or unpaid ads on social media, websites or apps needs it. If you hire someone to advertise for you, they must hold it.
Medical director approvalDHA social media standard, section 5.3Influencer posts that name your facility or its location need your medical director's approval first.
Disclosure of benefitsDHA standard, section 6.7Payment or any material benefit for promoting a service must be documented and disclosed.
Facility liabilityDHA standard, section 5.5Your clinic is liable for content filmed at the clinic, whether posted on your account or the influencer's.

The DHA rules come from the Standards for Medical Advertisement Content on Social Media, which name social media influencers directly. DHA reissued the standards to facilities as a circular in 2026, and Gulf News reported on 1 September 2026 that they cover influencers who promote a facility's services, treatments or outcomes.

The Advertiser Permit in numbers

  • Enforced from 31 January 2026, after the original October 2025 deadline was extended (Pinsent Masons, 29 January 2026).
  • Free for three years for UAE citizens and residents who registered before the deadline, then AED 1,000 a year from year four.
  • Visiting influencers can get a visitor permit for AED 500 through a licensed UAE agency, valid three months and renewable once.
  • Valid one year, renewed annually; if not renewed within 30 days of expiry it is cancelled (Khaleej Times).
  • Fines of up to AED 10,000 for creators who post ads without registering.
  • Exemption: a business owner promoting only their own business does not need the permit.

The permit is the influencer's obligation, but the law firm guidance is clear: ask for proof before you engage or pay anyone, and put the permit number in the contract.

Checklist before you pay an influencer

  1. See the permit. Get the Advertiser Permit number and expiry date in writing. Diary the renewal date if the deal runs longer than the permit.
  2. Check your own licence. DHA section 5.2 says your official account must show its medical advertisement licence number. Fix that first.
  3. Write a brief. Treatment, doctor, what the influencer may and may not say, and that every post goes to you before it goes live.
  4. Medical director sign-off. Approve the final caption, video and stories, not a draft idea. Archive the approved version; DHA section 7.1.13 asks for posts to be kept with edits for audit.
  5. Disclose the deal. Payment or a free treatment must be disclosed. On Instagram and Facebook use Meta's Paid partnership label, plus a clear line in the caption.
  6. Get written consent from anyone else who appears, including other patients in the waiting room (DHA sections 6.10 and 9.1).
  7. Before-and-after content follows the full DHA conditions: same person, same lens, no editing, results-vary statement and risks. See before-and-after photos in clinic ads.
  8. Lock the content scope. The clinic is liable for anything filmed on its premises. Agree that unapproved clips are not posted.

What the influencer cannot say

The DHA standard bans the same claims for influencers as for the clinic. Words reported as banned include "miraculous", "magic", "the best", "safest", "100 per cent", "assured success", "has no side effects", "get money back" and "immediate results". Ads must not create unrealistic expectations, use scare tactics or claim superiority over a competitor. Testimonials comparing different health professions are not acceptable.

Product claims carry their own risk. In July 2026 the Emirates Drug Establishment referred 14 influencers to the National Media Authority over unapproved weight-loss products (Khaleej Times). If a treatment or product is not approved in the UAE, do not let anyone promote it.

Abu Dhabi and the northern emirates

  • Abu Dhabi: the Department of Economic Development warned that licensed businesses contracting unlicensed influencers face fines of AED 3,000 to 10,000 and possible closure (Gulf News, June 2024). Check DoH rules for your facility too.
  • MOHAP-licensed facilities: MOHAP issues a licence for healthcare advertisement on social media: AED 100 application fee, then AED 1,000 a month or AED 3,000 a year, processed in 1 to 3 working days. One account per institution.

Boosting the influencer's post

Turning a creator's post into a partnership ad makes it a paid ad, so Meta's health and wellness ad standards apply on top of DHA rules. Cosmetic procedure ads must target people 18 and over, and body-shaming or weight-loss before-and-after images get rejected. See why Meta rejects clinic ads.

Measure the deal like any channel: a unique WhatsApp link or booking code per influencer, then cost per booked patient. Compare it with your cost per lead from Google before you renew.

Frequently asked questions

Do I need the Advertiser Permit if my own doctor posts about our clinic?

The Media Council exempts business owners promoting only their own business. Staff are not owners, so check with the National Media Authority. The DHA rules apply either way: medical director approval and compliant wording.

Is a free treatment in exchange for a post the same as payment?

Yes, for disclosure. The DHA standard covers financial or other material benefit, and the Advertiser Permit covers paid and unpaid ads.

Can an influencer post a before-and-after of their own treatment?

Only under the DHA conditions: written consent, same lens, no editing or filters, and a statement that results vary plus the risks. Filters break the rule.

What happens if the influencer has no permit?

The creator faces fines of up to AED 10,000. In Abu Dhabi, businesses contracting unlicensed influencers have faced fines too. Do not pay until you have seen the permit.
