Google Ads for Clinics in Sharjah: Rules, Market Data and a Launch Plan
Google Ads for clinics in Sharjah: MOHAP vs SHA ad licences, census data, Arabic vs English search, commuter patients, budget maths and a launch plan.
Sharjah is a 1.8 million-person market (Sharjah Census 2022) with two health regulators, so check first whether MOHAP or the Sharjah Health Authority (SHA) issued your facility licence. That body's advertising licence covers your ads, and SHA's ad licence also needs MOHAP's prior approval. Then run separate Google Search campaigns for Sharjah City, the central region and the east coast, in English and Arabic, with "Presence" location targeting and booking-level tracking. Dubai's DHA wording rules do not apply in Sharjah, but the federal health advertising rules do.

Who regulates your ads in Sharjah
Sharjah is the only emirate here where you have to work out which regulator you answer to. Both are active in the emirate:
| Body | Role in Sharjah | What it means for your ads |
|---|---|---|
| MOHAP (Ministry of Health and Prevention) | Federal regulator. Licenses many private facilities in Sharjah and the other Northern Emirates | Healthcare advertisement licences, including a social media licence: AED 100 application, then AED 1,000 a month or AED 3,000 a year, 1 to 3 working days |
| Sharjah Health Authority (SHA) | Emirate regulator. Licenses facilities and professionals, including in Sharjah Healthcare City | A medical advertisement licence for print, visual and digital ads. The facility must be SHA-licensed, MOHAP prior approval is required, and processing takes up to 8 working days |
| Emirates Health Services (EHS) | Runs public hospitals, not a regulator | Your public-sector competition: six EHS hospitals in Sharjah, including Al Qassimi and Kuwait Hospital Sharjah (see our EHS guide) |
The Sharjah Healthcare City Authority says SHA's ad licence covers websites, SMS and social media, as well as facility and professional services and medical devices. Any change to an approved ad needs a new application, so get the creative right before you submit. For professional licensing differences, see our MOHAP licence guide.
Content rules. Dubai's DHA social media standard is a Dubai document. In Sharjah, the federal framework applies: Cabinet Resolution No. 7 of 2007 and Ministerial Resolution No. 430 of 2007 on health advertisements, as summarised in the CMS expert guide. Al Tamimi's summary of the federal rules lists the same red lines most clinics already know: no guaranteed results, no "safe" or "no side effects" claims, no misleading comparisons, no "unique" or "incomparable", and no pressure lines like "don't miss it".
The Sharjah market in numbers
All figures are from the Sharjah Census 2022 by the Department of Statistics and Community Development, published in May 2023.
| Fact | Figure | Why it matters for Google Ads |
|---|---|---|
| Total population | About 1.8 million (up 22% since 2015) | The third most populous emirate, after Abu Dhabi and Dubai |
| Sharjah City | 1.6 million | Almost all search volume sits in one urban area |
| East coast and central towns | Khor Fakkan 53,000; Kalba 51,000; Al Dhaid 33,000; Al Hamriyah 19,000; Al Madam 18,000; Dibba Al Hisn 15,000 | Separate catchments far from Sharjah City. Don't lump them in with city campaigns |
| Men vs women | About 1.2 million men, 605,000 women | Men's health, GP and physiotherapy demand is larger than in a balanced market |
| Age 20 to 39 | 914,000 (51%) | A young market: dental, dermatology, fertility, physio and aesthetics |
| Emirati citizens | 208,000 | A minority, but a high-value one for Arabic campaigns |
| Households | 42,000 Emirati, 245,000 expatriate family households, 53,000 collective households | Families drive paediatrics, dental and women's health. Collective households point to worker clinics and GP demand |
Where Sharjah patients come from
- Sharjah City neighbourhoods. Most enquiries come from within a short drive. Start with a radius of a few kilometres around the clinic, then widen only if cost per booking stays healthy.
- Commuters. Many Sharjah residents work in Dubai. A 2018 Gulf News analysis estimated about one million people live in the northern emirates and work in Dubai, with about 370,000 vehicles crossing the border on an average weekday. Google's "Presence" setting counts people who are regularly in your area, so a Sharjah resident searching from a Dubai office can still see your ads. If many of your patients commute, check your calls and bookings by hour of day, and make sure someone answers when they actually call.
- Ajman. Ajman City continues straight on from Sharjah City. A radius around a clinic near the border will pick up Ajman searches. That's fine if you want those patients.
- The east coast and central region. Khor Fakkan, Kalba and Dibba Al Hisn sit on the east coast, and Al Dhaid and Al Madam in the centre. Run them as separate campaigns or leave them out. Don't pay Sharjah City prices for people who won't make the drive.
Arabic vs English search in Sharjah
English carries most of the volume in a city where most residents are expatriates. Arabic matters for the 208,000 Emirati citizens and for Arabic-speaking expatriates. Plan for both:
- Check volume, don't guess. In Keyword Planner, set the location to Sharjah and compare terms such as "dentist Sharjah" with "دكتور اسنان الشارقة" and "عيادة اسنان الشارقة". Do the same for each treatment.
- Write Arabic ads in Arabic, sent to Arabic pages. Google removed the language targeting setting from Search campaigns from late September 2026. Ad and landing page language now do the targeting.
- Read the search terms report weekly. Sharjah searches mix English and Arabic, plus misspellings of area names (Al Nahda, Al Taawun, Muwaileh, Al Majaz). Add the good ones and exclude the junk. Our negative keywords guide shows how.
Insurance changes what people search
From 1 January 2025, private sector employees and domestic workers in Sharjah and the other Northern Emirates need health insurance to get or renew residency. MOHRE's basic package costs AED 320 a year, with a 25% outpatient co-payment capped at AED 100 a visit. Its network is the DubaiCare Network.
So more Sharjah searchers now have cover and look for clinics that accept their card. If you are in a network, say so in headlines ("Insurance accepted", plus the network name if your contract allows it). Add insurer names to your keyword list and landing pages. If you are cash-only, show your consultation price clearly to filter out people looking for direct billing.
Budget logic for a Sharjah clinic
Google Ads has no minimum. Work backwards from bookings: cost per booking = CPC ÷ enquiry rate ÷ booking rate. Our budget guide walks through the maths.
- Get CPCs from Keyword Planner, set to Sharjah, not the UAE. Sharjah and Dubai auctions differ, and Dubai clinics may bid on Sharjah searches too. Auction Insights shows who you are up against.
- Benchmarks (US data, use only until you have your own): LocaliQ 2026 reports average enquiry rates of 10.67% for dentists, 12.43% for physicians and surgeons, and 10.35% for beauty and personal care.
- Illustrative example (not a quote): with an AED 10 CPC, 10% enquiry rate and 40% booking rate, each booking costs AED 250. Twenty bookings a month means about AED 5,000, or about AED 164 a day (Google bills up to 30.4 times your daily budget a month).
- Pick one treatment first if your budget only buys around 30 enquiries a month. Splitting it eight ways starves Smart Bidding of data.
Google's own limits (same as anywhere in the UAE)
- No prescription drug names in ads or on landing pages ("Botox" gets disapproved). See Google's healthcare and medicines policy.
- No remarketing or Customer Match for health conditions and treatments (health in personalised advertising).
- No lead form assets for healthcare. Use your own page with call, WhatsApp and a short form.
If something is already disapproved, see why healthcare ads get disapproved.
Step-by-step launch plan
- Confirm your regulator. Check your facility licence: MOHAP or SHA. Apply for the matching ad licence. For SHA, allow up to 8 working days plus MOHAP prior approval.
- Fix your Google Business Profile. Use the exact area name patients search (for example "Al Nahda, Sharjah"), add Arabic and English service descriptions, hours, WhatsApp and real photos.
- Build bilingual landing pages per treatment. Put your insurance networks, consultation price or "from" price, location map, and call and WhatsApp buttons above the fold.
- Set up tracking before launch. Track calls, WhatsApp clicks and forms, then import booked appointments. See conversion tracking and call tracking in the UAE.
- Launch Search campaigns by area. Sharjah City first. East coast or central campaigns only if you treat people from there. Location option: "Presence".
- Schedule around real call times. Run ads when reception can answer, then use a month of call data by hour to shift budget to the hours commuters actually call.
- Review weekly for 6 to 8 weeks. Look at search terms, Auction Insights (who else bids on Sharjah) and cost per booking. Then move to Target CPA.

Frequently asked questions
Do DHA advertising rules apply to clinics in Sharjah?
No. DHA regulates Dubai. Sharjah clinics follow MOHAP or SHA, depending on who licensed the facility, plus the federal health advertising rules. In practice the banned claims are very similar, so DHA-compliant wording is usually safe in Sharjah too.
Do I need a licence to run Google Ads for my Sharjah clinic?
Health advertising in the UAE needs regulator approval. MOHAP licenses healthcare ads, and SHA's ad licence covers websites, SMS and social media for SHA-licensed facilities, with MOHAP prior approval. Confirm with your regulator which licence covers your search ads and landing pages.
How long does SHA take to approve a medical ad?
SHA lists up to 8 working days. Fees depend on the ad type and format. Any change to an approved ad needs a new application.
Should a Sharjah clinic target Dubai?
Usually not as a whole. Google's "Presence" setting already reaches Sharjah residents who work in Dubai. Target Dubai areas only if you can prove those patients will travel to you.
Should I run Google Ads in Arabic in Sharjah?
Yes, for most clinics, but check Keyword Planner volume per treatment first. Arabic ads must point to Arabic landing pages. Google no longer uses a language setting on Search campaigns.
