Google Ads for Clinics in Fujairah: The East Coast Playbook
Google Ads for clinics in Fujairah: MOHAP ad licences, 2025 population by area, Kalba and Khor Fakkan catchments, low-volume tactics, budget and launch plan.
Fujairah clinics are licensed by MOHAP, and MOHAP licenses their health advertising. The emirate had 328,495 residents in mid-2025 (Fujairah Statistics Centre), split between Fujairah City and the Dibba area. But your real market is the whole east coast: Sharjah's Kalba (51,000) and Khor Fakkan (53,000) lie either side of Fujairah City. Target by radius around each clinic, not by emirate. Group services so low search volume still feeds Google's bidding, and win the Maps results first.

Who licenses and approves health ads in Fujairah
Fujairah has no emirate health authority. The Ministry of Health and Prevention (MOHAP) licenses private facilities and professionals (see our MOHAP licence guide) and their advertising:
| Licence | Use it for | Cost and timing |
|---|---|---|
| Healthcare advertisement on social media | Your one official social account (a second account freezes all of them) | AED 100 application, then AED 1,000 a month or AED 3,000 a year. 1 to 3 working days |
| Healthcare advertisement for a licensed institution | Print, audio and audiovisual ads | AED 100 application, plus a fee that depends on facility category and ad type |
A trap on the east coast: Kalba, Khor Fakkan and Dibba Al Hisn belong to Sharjah, not Fujairah. If your branch is there, Sharjah's rules apply, and the Sharjah Health Authority may be your regulator. See our Sharjah guide. Targeting patients who live in those towns from a Fujairah clinic is fine. The regulator follows where your facility is licensed, not where patients live.
Ad content follows federal rules, Cabinet Resolution No. 7 of 2007 and Ministerial Resolution No. 430 of 2007 (CMS summary). Avoid guarantees, "safe" or "no side effects", comparisons and urgency lines (Al Tamimi).
The east coast market in numbers
| Area | Population | Emirate |

| Fujairah City | 121,538 | Fujairah |
| Fujairah countryside | 113,920 | Fujairah |
| Dibba Fujairah | 52,413 | Fujairah |
| Dibba countryside | 40,606 | Fujairah |
| Khor Fakkan | 53,000 | Sharjah |
| Kalba | 51,000 | Sharjah |
| Dibba Al Hisn | 15,000 | Sharjah |
Fujairah figures are mid-2025, from the Fujairah Statistics Centre's annual report, as reported by Gulf News. Sharjah town figures are from the Sharjah Census 2022.
- Growth: 314,829 in mid-2024 to 328,495 in mid-2025, about 4% in a year (u.ae gives the 2024 figure).
- Men vs women: 214,313 men and 114,182 women. About two in three residents are men, which favours GP, occupational health, physio and dental demand.
- Public competition: Emirates Health Services runs Fujairah Hospital, Dibba Hospital Fujairah and Masafi Hospital.
Where Fujairah patients come from
Think in two clusters, not one emirate:
- Fujairah City, Kalba and Khor Fakkan. This is the bigger urban belt. A clinic in Fujairah City can draw from Kalba to the south and Khor Fakkan to the north. Set a radius that covers the towns you actually serve, and add them by name in ads and on landing pages.
- Dibba. Dibba Fujairah, Dibba Al Hisn (Sharjah) and the countryside around them form a separate cluster further north. If you have a branch there, run a separate campaign. If you don't, test it only for treatments people will travel for, like implants, orthodontics or IVF.
Use Google's "Presence" location option for both, so you pay only for people in or regularly in those areas (Google Ads Help). If you treat visitors, such as hotel guests needing a doctor or a dentist, Presence already counts people physically there.
Low volume: how to make it work
A market of a few hundred thousand people produces far fewer searches per treatment than Dubai. That changes the setup:
- Group services. One campaign for "family clinic" services (GP, paediatrics, women's health) beats five starved campaigns. Smart Bidding needs about 30 conversions in 30 days to settle.
- Loosen match types carefully. Phrase match with a strong negative list (jobs, courses, "free", Dubai and Abu Dhabi areas) catches the long tail exact match misses. See match types.
- Win Maps. In small towns, many patients choose from the map pack. A complete Google Business Profile with Arabic and English services, photos and reviews often brings more patients than ads.
- Calls matter. Use call assets during reception hours and track calls, or your best leads stay invisible.
Arabic vs English
The official figures above don't split Fujairah's population by nationality, so let your own data decide. In Keyword Planner, set the location to Fujairah and your radius towns, and compare English and Arabic terms for each service, for example "dentist Fujairah" and "طبيب اسنان الفجيرة". Write Arabic ads in Arabic and point them to Arabic pages. Google stopped using the Search language setting in September 2026, so the ad and page language now decide who sees which ad.
Insurance
Since 1 January 2025, private sector workers in Fujairah need employer-paid health insurance for residency. MOHRE's basic package costs AED 320 a year, with outpatient co-pay capped at AED 100 a visit, through the DubaiCare Network. With so many workers in the population, "insurance accepted" and insurer names are strong headline and keyword material if your clinic is in their networks.
Budget logic
Use the formula from our budget guide: cost per booking = CPC ÷ enquiry rate ÷ booking rate. Then check the result against search volume. In Fujairah, the ceiling is often how many people search, not how much you can afford.
Illustrative example (not a quote): a family clinic with an AED 6 CPC, 12% enquiry rate and 50% booking rate pays AED 100 per booking. Forty bookings a month needs AED 4,000, about AED 132 a day (Google charges up to 30.4 times the daily budget a month). If Keyword Planner shows too few searches to buy the roughly 670 clicks a month this needs in your radius, add services or towns before adding budget.
Benchmark for reference: LocaliQ 2026 (US data) shows a 12.43% average enquiry rate for physicians and surgeons.
Step-by-step launch plan
- Confirm your regulator. MOHAP for Fujairah facilities. Check Sharjah rules for branches in Kalba, Khor Fakkan or Dibba Al Hisn. Get the matching ad licence.
- Complete your Google Business Profile for each branch, in Arabic and English.
- Write landing pages that name the towns you serve (Fujairah, Kalba, Khor Fakkan, Dibba), with insurance, prices or "from" prices, map, and call and WhatsApp buttons.
- Set up tracking for calls, WhatsApp and forms, and import bookings (guide).
- Launch one grouped Search campaign per cluster, with radius targeting and "Presence".
- Review search terms weekly for six weeks and keep building negatives.
- Add services one at a time once the first campaign reaches a steady cost per booking.

Frequently asked questions
Who regulates clinic advertising in Fujairah?
MOHAP. It licenses private health facilities in Fujairah and issues healthcare advertisement licences for social media (AED 100 application, then AED 1,000 a month or AED 3,000 a year) and for other media.
Is Kalba or Khor Fakkan part of Fujairah?
No. Both belong to the Emirate of Sharjah, as does Dibba Al Hisn. A Fujairah clinic can still target patients there, but a branch located there falls under Sharjah's regulatory setup.
What is Fujairah's population?
328,495 in mid-2025, according to the Fujairah Statistics Centre: 121,538 in Fujairah City, 113,920 in the Fujairah countryside, 52,413 in Dibba Fujairah and 40,606 in the Dibba countryside.
Is Google Ads worth it for a small Fujairah clinic?
Usually yes, if you group services, target a realistic radius and track bookings. Volume is limited, so a strong Google Business Profile matters as much as the ads.
Should I target Dubai from Fujairah?
Rarely. Most patients choose a clinic near home or work. Test other emirates only for high-value treatments, in a separate campaign judged on bookings.
