Google Ads for Clinics in Al Ain: DoH Rules, Market Data and a Launch Plan

Google Ads for clinics in Al Ain: DoH health advertising rules, SCAD 2024 population, Thiqa and insurance copy, Arabic search, budget maths and a launch plan.

Guide · 18 Oct 2026 · Access One

Quick answer

Al Ain is part of the Emirate of Abu Dhabi, so the Department of Health – Abu Dhabi (DoH) licenses its clinics and sets the rules for health media and advertising, not MOHAP or DHA. It is a market of 986,910 people (SCAD, 2024), about a quarter of the emirate, and it needs its own campaigns: targeting "Abu Dhabi" as a whole wastes money on patients in the capital. Run Arabic and English Search campaigns on the Al Ain region, lead with Thiqa and the insurance networks you accept, and track bookings, not clicks.

Who licenses and approves health ads in Al Ain

Al Ain falls under the Department of Health – Abu Dhabi (DoH), the same regulator as Abu Dhabi city and Al Dhafra. DoH licenses facilities and professionals (see our DoH licence guide), and it has its own system for health media and advertising:

  • DoH health media and advertising guidelines. In Circular No. 26/2023 (23 February 2023), DoH told every licensed facility to nominate two representatives for training on the Abu Dhabi Healthcare Guidelines for the Health Media and Advertising System. Trained representatives can then log advertising and communication materials on DoH systems and proceed under the guidelines. Find out who your facility's trained representatives are before you launch anything.
  • MOHAP's social media licence. MOHAP's healthcare social media advertising licence is open to facilities licensed by any UAE health licensing authority (AED 100 application, then AED 1,000 a month or AED 3,000 a year). Ask DoH whether it applies to your Al Ain facility in addition to the DoH process.
  • Federal content rules apply everywhere: Cabinet Resolution No. 7 of 2007 and Ministerial Resolution No. 430 of 2007 (CMS summary). No guaranteed results, no "safe" or "no side effects", no misleading comparisons, no "unique", no pressure lines (Al Tamimi).

Dubai's DHA standard does not apply in Al Ain. Neither do MOHAP's facility licences, which cover the Northern Emirates.

The Al Ain market in numbers

From the Statistics Centre – Abu Dhabi's 2024 population update and press release (30 June 2025):

FactFigureWhy it matters
Al Ain region population986,910 (2024)Nearly a million people: enough volume for most specialties to run their own campaigns
Share of the emirate24% of 4,135,985About three in four of the emirate's residents live outside Al Ain, so whole-emirate targeting mostly reaches them
Growth+4.4% from 945,600 (2023, revised)A growing market. New residential areas mean new "near me" searches
Most populated districtsCentral District, Al Aamerah, Industrial AreaPut district names in ads and landing pages, and weight radius targeting here
Emirate-wide ageMedian age 33; 54% aged 25–44Working-age families: dental, paediatrics, women's health, dermatology, physio
Emirate-wide sex split67% male, 33% femaleStrong GP, occupational and men's health demand, especially near industrial areas

SCAD's update doesn't split Al Ain by nationality. Two local facts still shape your ads: Thiqa, the government programme for UAE nationals, is served from a Daman branch in Al Ain, and SEHA runs Tawam and Al Ain hospitals in the city (see our SEHA guide).

Thiqa and insurance: your strongest ad copy

  • Thiqa. Daman administers it for UAE nationals and eligible family members. If your clinic is in the Thiqa network, "Thiqa accepted" in English and "نقبل ثقة" in Arabic belong in your headlines, sitelinks and landing page. Our Thiqa guide explains how clinics join. Being licensed does not guarantee a contract.
  • Daman and other insurers. Health insurance is already mandatory in Abu Dhabi (as MOHRE notes). Name the networks you accept (see our Daman guide), and add insurer-plus-service keywords, such as "dentist Al Ain Daman".
  • Cash services. For aesthetics and other services insurance rarely covers, show a "from" price so you don't pay for clicks from people expecting direct billing.

Abu Dhabi facilities also need to be on Malaffi, the emirate's health information exchange. That doesn't affect ads directly, but insurers and DoH expect it.

Arabic vs English in Al Ain

Treat Arabic as a full campaign, not an afterthought. Thiqa covers UAE nationals, so if you accept it, Arabic ads speak to patients you are already set up to serve. Practical steps:

  1. In Keyword Planner, set the location to Al Ain and compare terms such as "dentist Al Ain", "طبيب اسنان العين" and "عيادة اسنان العين". Use the volumes you see, not assumptions.
  2. Note the name clash. "العين" (Al Ain) is also the Arabic word for "the eye", so eye clinic searches need careful negatives and exact phrasing. Read the search terms report from week one.
  3. Keep Arabic ads on Arabic, right-to-left landing pages. Google removed language targeting from Search campaigns from late September 2026, so page and ad language now do that job.
  4. Answer WhatsApp and calls in Arabic during ad hours.

Location setup: Al Ain is not "Abu Dhabi"

  • Target the Al Ain region or a radius around each clinic. Never the Emirate of Abu Dhabi as a whole unless you have branches in both cities.
  • Use "Presence". Google's default, "Presence or interest", also reaches people elsewhere who are interested in Al Ain (Google Ads Help).
  • Separate campaigns per city if you have an Abu Dhabi branch too. Auctions, CPCs and patient travel patterns can differ, and you need to see each city's cost per booking.
  • Use district names in ad copy: Central District, Al Aamerah, Al Jimi, Al Muwaiji, Al Towayya, Hili. Patients add them to searches.

Budget logic

Use our budget formula: cost per booking = CPC ÷ enquiry rate ÷ booking rate. Get CPCs from Keyword Planner set to Al Ain, not the UAE.

Illustrative example (not a quote): a dermatology clinic with an AED 9 CPC, 10% enquiry rate and 40% booking rate pays AED 225 per booking. Twenty-five bookings a month needs about AED 5,625, about AED 185 a day under Google's 30.4-day rule.

US benchmarks for reference only (LocaliQ 2026): average enquiry rates of 10.67% for dentists, 12.43% for physicians and surgeons, and 10.35% for beauty and personal care.

Google's healthcare limits

If ads are already stuck, see why healthcare ads get disapproved.

Step-by-step launch plan

  1. Check DoH compliance. Confirm your facility's trained health media representatives and log your ad materials as the DoH guidelines require. Ask DoH whether you also need MOHAP's social media licence.
  2. Complete your Google Business Profile in Arabic and English, with the district, hours, WhatsApp, insurance accepted and real photos.
  3. Build landing pages per service and language, with Thiqa and insurers, prices or "from" prices, map, and call and WhatsApp buttons.
  4. Set up tracking for calls, WhatsApp and forms, and import bookings (guide).
  5. Launch Al Ain-only Search campaigns, with "Presence", Arabic and English ad groups, and your top service first.
  6. Clean search terms twice a week for the first month, especially the "العين" (eye) overlap.
  7. Scale to Target CPA at about 30 conversions in 30 days, then add services one by one.

Frequently asked questions

Who approves healthcare ads in Al Ain?

The Department of Health – Abu Dhabi. DoH runs a health media and advertising system under its Abu Dhabi Healthcare Guidelines, and trained facility representatives log materials on DoH systems. MOHAP and DHA rules for facilities don't apply in Al Ain.

What is the population of Al Ain?

986,910 in 2024, according to the Statistics Centre – Abu Dhabi. That is 24% of the Emirate of Abu Dhabi's 4,135,985 people, up 4.4% on 2023.

Should I target Abu Dhabi and Al Ain in one campaign?

No. Run separate campaigns per city so you can see each one's cost per booking. About three in four of the emirate's residents live outside Al Ain, so a whole-emirate target mostly reaches people who won't travel to you.

Should my Al Ain clinic advertise "Thiqa accepted"?

Yes, if you are in the Thiqa network. Put it in headlines and sitelinks, in English and Arabic, and on the landing page. Never claim it if you're not contracted.

Why do I get eye-related searches on my Al Ain ads?

Because "العين" means both Al Ain and "the eye" in Arabic. Check the search terms report and add negatives for eye terms unless you offer ophthalmology.
