Marketing a New Clinic in the UAE: The First 90 Days
A 90-day launch plan for a new UAE clinic: Google Business Profile, search ads per service, landing pages, call and WhatsApp tracking, reviews and ad permits.
Marketing a new clinic in the UAE comes down to five jobs in the first 90 days: a verified Google Business Profile, one Google Ads search campaign per service, one landing page per service, call and WhatsApp tracking, and a steady review habit. Before any of it goes live, get the advertising approvals your regulator requires (DHA rules and a MOHAP licence in Dubai, DoH in Abu Dhabi, MOHAP plus SHA in Sharjah). Build everything during fit-out so it launches the day your facility licence is active.

Before opening day: build, do not publish
A new clinic has no reviews, no search history and no repeat patients. Paid search fills that gap fastest, but only if the groundwork is ready. Do these during fit-out:
- Check what you may say and when. In Abu Dhabi, the DoH licensing standard bars facilities holding only preliminary approval from advertising health services (DoH). Everywhere, treat ads as off-limits until the facility licence is active and the ad approvals below are in hand.
- Create the Google Business Profile with an opening date. Google lets a business that has not opened yet add an opening date up to a year ahead. Once verified, the profile appears 90 days before opening, and a "Recently opened" label shows for 90 days after (Google). Reviews and photos from users are blocked until you open. Keep pre-opening posts factual (address, opening month) rather than promotional.
- Open the Google Ads account in the clinic's legal name, owned by the clinic, not an agency (see who should own your Google Ads account). Google can ask any advertiser to complete advertiser verification, and documents must match your organisation's name (Google). Use the name on your trade licence.
- Write one landing page per service: implants, aligners, paediatrics, physiotherapy, whatever you will sell first. Each page needs the doctor's licensed name and title, the insurers you accept, the address with a map, and visible call and WhatsApp buttons.
- Set up tracking before the first click. Our conversion tracking guide covers the full setup.
- Get your ad copy approved internally. In Dubai, the medical director is responsible for every health advertisement the facility posts (DHA). Get sign-off on headlines and pages now, not on launch day.
Advertising approvals by emirate
| Where | What applies |
|---|---|
| Dubai | DHA's Standards for Medical Advertisement Content on Social Media: no "the best", "guaranteed" or "no side effects", risks stated, consented patient images, medical director approval. Your official social account shows a MOHAP healthcare advertisement licence number. See how to advertise a clinic in Dubai. |
| Abu Dhabi | No health service advertising before the permanent licence. DoH runs its own healthcare media and advertising guidelines, and facilities log materials on DoH systems (DoH Circular 26 of 2023). Ask DoH which approvals your campaign needs. |
| Sharjah | SHA medical advertisement licence, which requires prior MOHAP approval; up to 8 working days; any change needs a new application (SHA). |
| Ajman, UAQ, RAK, Fujairah | MOHAP healthcare advertisement licences. Social media: AED 100 application, then AED 1,000 a month or AED 3,000 a year, 1 to 3 working days (MOHAP). |
| Influencers and creators (all emirates) | UAE Media Council Advertiser Permit, mandatory from 1 February 2026. Businesses must check that the advertisers they hire hold a valid permit. Fines for advertising without one start at AED 10,000 (Gulf News). People promoting their own business on their own personal account are exempt. |
Days 1 to 30: launch
- Finish the Business Profile. Primary category that matches your licence (for example "Dental clinic"), hours, phone, WhatsApp, booking link, services, real photos of the clinic and team. Most "near me" searches end on Maps; if you do not appear, read why your clinic is not showing on Google Maps.
- Launch Search campaigns, one per service. Tight radius around the clinic, ads only during staffed hours, English and Arabic where your patients search in Arabic, and a negative keyword list from day one (jobs, courses, free, government hospital names). Full setup: how to start Google Ads for a clinic and Google Ads for dentists and clinics.
- Track calls and WhatsApp properly. Google forwarding numbers are not available in the UAE (Google), so you cannot rely on Google's call reporting. Track taps on call assets, taps on the phone and WhatsApp buttons on your pages, and form submissions. Details are in tracking phone calls from Google Ads in the UAE and WhatsApp leads from Google Ads.
- Stay inside Google's health rules. Google restricts prescription drug terms in UAE ads, so advertise "anti-wrinkle consultation", not a drug brand (Google policy update). Health-related remarketing and customer lists are restricted (Google), and lead form assets do not allow healthcare content (Google). If ads are disapproved, see healthcare ad disapprovals.
- Get listed with insurers. For many residents, "does this clinic take my insurance?" decides the booking. Once your network contracts are signed, ask each insurer or TPA to add you to its provider directory, and list accepted plans on every landing page. Claims run through eClaimLink in Dubai and Shafafiya in Abu Dhabi (see our Shafafiya and eClaimLink guide).
Days 31 to 60: fix leaks and build proof
- Listen to calls and read WhatsApp chats. Unanswered calls and slow replies waste more budget than bad keywords. Measure answer rate and reply time.
- Clean the search terms report weekly. Add negatives for every irrelevant search. See negative keywords.
- Start the review habit. Send your Google review link by WhatsApp the same day as a good visit. Ask every patient, never offer rewards, and never let staff post reviews. The full method is in how to get more Google reviews.
- Record outcomes. Mark each lead in your CRM or spreadsheet as booked, attended or lost, so you can judge campaigns by patients, not clicks.
Days 61 to 90: scale what works
- Shift budget to the services with the lowest cost per booked patient. Pause or rebuild the rest. For benchmarks, see what a good cost per lead is for a clinic and how much a clinic should spend.
- Import offline conversions. Send booked or attended patients back into Google Ads so its bidding learns which searches turn into patients.
- Add Meta or Instagram for elective care such as aesthetics or orthodontics, once search is profitable. The same regulator rules apply to every post. Compare channels in Google Ads vs Meta Ads for clinics.
- Re-check compliance. New doctors, new offers and new before-and-after photos each need consent and approval. See before-and-after photos in clinic ads.
The numbers to watch
| Metric | Why it matters |
|---|---|
| Cost per booked patient, by service | The only number that decides where budget goes |
| Call answer rate and WhatsApp reply time | Leads lost at reception never show up as an ads problem |
| Search impression share in your radius | Shows whether budget or ranking is the limit |
| New Google reviews per week | Drives Maps visibility and trust for a clinic with no history |

Frequently asked questions
When should I start marketing a new clinic?
Start building during fit-out: Business Profile with an opening date, landing pages, tracking and approved ad copy. Switch ads on when your facility licence is active and your ad approvals are in place. In Abu Dhabi, advertising health services during preliminary approval is not allowed.
Can I create a Google Business Profile before the clinic opens?
Yes. Add an opening date up to a year ahead. After verification the profile shows on Google 90 days before opening, and patients cannot leave reviews until you open.
How much should a new clinic spend on Google Ads?
Work backwards from the number of bookings you need and your expected cost per booking per service, and hold the budget steady for at least 60 days so Google's bidding can learn. Our budget guide shows the formula.
Do I need a permit to advertise a new clinic?
Usually yes. Dubai clinics follow DHA content standards and show a MOHAP advertising licence number on social media. Sharjah needs an SHA ad licence after MOHAP approval. The Northern Emirates use MOHAP licences, and Abu Dhabi has its own DoH guidelines. Influencers you pay need a Media Council Advertiser Permit.
Should a new clinic run Meta ads first or Google Ads?
Google Search first for most clinics, because it reaches people already looking for the treatment. Add Meta for visual, elective services once search bookings are tracked and profitable.
