Google Ads Adds a Policy Summary Page: What It Means for UAE Clinics

Google Ads now lists every policy issue in one place, sortable by cost and conversions. What UAE clinics with disapproved or limited ads should do this week.

News · 28 Oct 2026 · Access One

Quick answer

Google Ads has added a Policy Summary page at Admin > Policy > Summary. It lists account-level policy issues and every disapproved or limited ad and asset group in one place, and lets you sort them by cost, conversions or ROAS. For UAE clinics, whose ads hit Google's healthcare rules more often than most, it is the fastest way to see which policy problems are costing the most and fix those first. The old Policy Manager still works too.

What happened

PPC News Feed reported on 24 October 2026 that Google Ads now has a central Policy Summary page. Hana Kobzová spotted it. Search Engine Land covered it on 27 October, and Adriaan Dekker described the same page on 25 October.

According to those reports:

  • Where it is. Admin > Policy > Summary.
  • Account issues. One section lists problems that affect the whole account.
  • Ads and asset group issues. A second section lists each ad and Performance Max asset group with a policy violation, with its eligibility status and options to fix or dismiss the issue.
  • Sorting by money. You can sort issues by cost, conversions or ROAS, so the most expensive problems come to the top.
  • Policy Manager stays. In August, Google tested moving Policy Manager under Admin > Policy. In this rollout both exist: Policy Manager is still under Tools > Troubleshooting.

As of 28 October we could not find a Google help page for the Summary page. Google's own help page on fixing disapproved ads still describes only Policy Manager. Treat the Summary page as rolling out, and do not worry if your account does not show it yet.

Why this matters for UAE clinics

Healthcare is one of Google's most restricted ad categories. Google's Healthcare and medicines policy restricts prescription drug terms, does not allow ads for speculative and experimental treatments, cell therapies and gene therapies, and treats fertility and some other services differently depending on the country. Aesthetic, dermatology, IVF and weight-loss clinics in Dubai often run into these rules. Many clinics have a few ads or asset groups quietly marked "Limited" or "Disapproved".

Until now, finding those issues meant opening Policy Manager and going through a list with no idea of their value. A disapproved ad that used to bring in half your bookings and one that never got clicks looked the same. Sorting by cost or conversions changes that. You can now see which issues sit on the campaigns that actually make you money.

Account-level issues getting their own section matters too. A problem with the whole account, such as a verification step, can stop every campaign. It should never be hidden under a list of single-ad warnings.

What to do this week

  1. Open Admin > Policy > Summary. If you see it, check the Account issues section first. Anything there comes before any single ad.
  2. Sort ad issues by cost or conversions. Start with disapproved or limited ads and asset groups on your best campaigns, for example your main treatment or dental implant campaign.
  3. Fix, then resubmit. Google's help page says that editing an ad and saving it sends it for review again automatically. For destination problems, check for technical issues first (broken page, redirects, slow server), then send the ad to a compliant landing page.
  4. Appeal only when Google is wrong. Appeals are still made through Policy Manager or the Ads page, under "Dispute decision" or "Made changes to comply with policy". Google allows 3 unsuccessful appeals per ad before you need to contact support. It asks you to wait at least 24 hours between appeals for the same ads. Since 21 July 2026, in-account appeals are not available for decisions more than 6 months old.
  5. Do not "dismiss" what you do not understand. The Summary page lets you dismiss issues. Dismissing a warning does not make an ad compliant. On a clinic account, ask whoever runs your ads to explain each issue before dismissing it.
  6. Remember the second rulebook. An ad Google approves still has to meet the advertising rules of your regulator (DHA, DoH or MOHAP). Before-and-after claims, guaranteed results and patient testimonials are where clinics most often get caught. Our guide on how to advertise a clinic in Dubai within DHA rules covers this.

Our take

This is a small screen change with a real payoff for healthcare accounts. Policy problems in clinic accounts are rarely a single big suspension. More often, ten or twenty ads and asset groups lose reach over time and nobody notices because the account still spends. A list sorted by money makes that loss visible. Have someone, whether you or your agency, go through the Summary page before the end of the month.

Frequently asked questions

Where is the new Google Ads Policy Summary page?

Industry reports place it at Admin > Policy > Summary. It is still rolling out, so some accounts may not see it yet.

Has Policy Manager been removed?

No. Policy Manager is still under Tools > Troubleshooting, and Google's help page still sends appeals through it or through the Ads page.

What can I sort policy issues by?

Cost, conversions or ROAS, so you can deal with issues on your highest-spending or best-converting ads first.

How many times can I appeal a disapproved ad?

Google's help page allows 3 unsuccessful appeals per ad. After that you need to contact Google Ads support. Wait at least 24 hours between appeals for the same ads.

If Google approves my clinic's ad, is it compliant in the UAE?

Not necessarily. Google approval covers Google's policies only. Health advertising in the UAE also has to follow the rules of the relevant regulator: DHA in Dubai, DoH in Abu Dhabi or MOHAP.
